As I understand it, due to the screen size 25x25 is only available on the iPad.

You can create 25x25 puzzles on the iPad, but the grid would be too tiny to be fun on the iPhone.
But I would also love to have more pixels for my artworks. Maybe it would be fun to have tiled puzzles, like solving four 20x20 puzzles to result in one combined 40x40 artwork (of course it would be more complex to create four solvable puzzles which fit together seamlessly).
